最高法工作報告顯示，嚴懲侵害未成年人犯罪。審結侵害未成年人犯罪案件4萬件4.1萬人，同比下降1.1%。對長期作案、先後拐賣17名兒童的“人販子”餘華英和強姦未成年人性質極其惡劣的郭某某、尚某某、公某某等，依法判處死刑。

最高法工作報告顯示，強化未成年人犯罪預防治理。落實寬嚴相濟、懲教結合，對未滿十四周歲初中生殺害同學埋屍案主犯依法頂格判處無期徒刑，同案未參與犯罪預謀和加害行為的被告人，依法不予刑事處罰，由相關部門專門矯治教育。推動落實輕罪犯罪記錄封存，幫助失足少年迴歸社會。
Supreme People's Court emphasized the severity of the punishment should be commensurate with the nature of the criminal act and its harmful consequences. A notable example cited was the case of a middle school student under the age of 14 who murdered a classmate and concealed the body. The principal offender received the maximum penalty of life imprisonment. Meanwhile, other defendants in the case, who were not involved in planning or carrying out the crime, were exempted from criminal punishment in accordance with the law. Instead, they were placed under specialized correctional education programs.
依法懲治偷拍竊聽等違法犯罪
最高法工作報告顯示，依法懲治侵犯公民個人隱私、偷拍竊聽等違法犯罪，切實增強群眾安全感。石某夥同他人在多家酒店客房安裝裝置，偷拍40餘人隱私並製售影片牟利，被判處有期徒刑十年。
