Child Criminal Exploitation and the Interactional Emergence of Victim Status

This article draws on observations and interviews with youth justice practitioners and young people involved in county lines drug dealing to explore the processes by which young people are identified as victims of child criminal exploitation (CCE). The findings reveal that interpersonal interactions between practitioners and young people, specifically young people’s capacity to share information and accept intended acts of care, are vital in producing their status as CCE victims. Yet, a lack of appreciation for young people’s divergent experiences of these interactions can create barriers to their realization. The article concludes by exploring the implications of these processes for contemporary youth justice practice, and by questioning the utility of CCE victim identification as a response to children experiencing harm.

Navigating Police Contact: How Situations Shape Police–Youth Relations

Researchers have increasingly emphasized the dynamics of social situations when investigating, for example, encounters between youth at risk and police officers. Based on numerous field observations of police–youth interactions, this article explores how police–youth relations change during different situations. Using a situational perspective as an interpretive lens, I unpack how the dynamics of police–youth relations are dependent upon: (1) the concrete physical space of the interactions, (2) the audiences present and (3) the emotions that are activated. Typically, street-based interactions with other youth as audiences develop in a different manner to interactions at the police station. More sensitivity to the characteristics of such social situations, I conclude, may prove useful to develop more efficient preventive interventions and policing strategies.

Judges as Agents of Coloniality: Understanding the Coloniality of Justice at the Pre-trial Stage in Brazil

This paper exposes how colonial ways of knowing and being shape judicial behaviour in Brazil, where pre-trial detention is excessively used against racialised groups. I argue that judges continue to conceptualise and operationalise justice according to colonial logics and thus reveal the coloniality of justice. Drawing on decolonial theory from across South America and from interviews and court observations in Rio de Janeiro, I reveal how judges understand themselves as heroic crime fighters, acting beyond the law in a modern moral crusade. I examine how violence remains a central component of justice and consider how judges deal with the contradiction of neutrality and aggression. I argue that judges, by endorsing or tolerating violence, become agents of coloniality.

Colonial Confessions: An Autoethnography of Writing Criminology in the New South Africa

This article is an autoethnographic account of a 20-year engagement with South African criminology. It is written from the perspective of someone from the Global North, a beneficiary of Britain’s colonial past and the present dominance of northern ways of thinking and being. The aim is to encourage other criminologists from a similar background to reflect on their histories and the impact of their work in the present, and to be open to ideas from outside the Euro-American mainstream of the discipline. The evolution of South African criminology, and its gradual adoption of a more southern or decolonial sensibility, is traced in the work of the author and others.

‘Sedative Coping’, Contextual Maturity and Institutionalization Among Prisoners Serving Life Sentences in England and Wales

Based on a longitudinal study of life-sentenced prisoners in England and Wales, this article seeks to make sense of what it characterizes as ‘sedative coping’. In doing so, it brings together analytic conclusions from the existing research literature that appear highly inconsistent, but which indicate the centrality of emotion in the experience of serving a long prison sentence. Specifically, it highlights the forms of emotion management and suppression involved in coping with the trauma of such circumstances, and the post-release impact of sustained forms of emotional self-preservation.
This focus helps us better understand the connection between ‘mature coping’ in custody and the post-release difficulties that life-sentenced prisoners often describe.

Power and Purpose in an Immigration Removal Centre

How is power manifest inside an immigration removal centre (IRC), and does the basic function of the institution align with staff’s sense of purpose? Drawing on interviews with employees at Brook House IRC, I argue that power is simultaneously present, absent and elsewhere. Staff acknowledge the presence of power in their ‘immigration prison’, but routinely feel an absence of authority, and note that decisions about immigration cases are made elsewhere. I then analyze how employees speak about the purpose of their work, which they see as providing both security and welfare. I conclude that the twin realities of power and purpose, security and welfare, create a dilemma for staff, IRCs and the liberal state as a whole.

Victims, Perpetrators and Bystanders: Atrocity and Its Aftermath in the Films of Jasmila Žbanić

The paper excavates ‘implicit criminologies’ concerning victims, perpetrators and bystanders from four films by Bosnian director Jasmila Žbanić: Grbavica (2006); On the path (2010); For those who can tell no tales (2013) and Quo Vadis, Aida? (2020). I argue that in criminological terms, Žbanić’s work is strongest, and has greatest transformative potential, as an example of cinematic victimology. This is produced through characters who simultaneously encapsulate particular (ethnicized) and universal elements in micro-level stories of the individual in a larger social, political and historical context. Focussing on this form of universalism, I question an ethical standard of inclusivity in atrocity cinema which calls for a single film or director to directly represent victims of all ethnic groups.

The Eyes and Ears of Sexual Exploitation Online: Are Sex Buyers Part of the Prevention Puzzle to Reduce Harms in the Online Sex Industry?

UK efforts to prevent modern slavery and sexual exploitation online include assessing Adult Service Websites’ (ASWs) moderation and prevention responsibilities. Yet little is known about the role of sex buyers, as the political rhetoric assumes they are sexual offenders within the neo-abolitionist context (Serughetti 2013). Drawing from a large-scale study looking at ASWs’ responsibilities in preventing sexual exploitation online, this article shares findings from a survey with 142 sex buyers, understanding their role in this arena. Buyers possess detailed knowledge of sex working practices and indicators of exploitation. Thus, as actors in the prevention puzzle, they are uniquely positioned to understand how regulation can assist in crime prevention but equally create unintended consequences for the consensual sex industry online.

Surveillance Cameras and Resistance: A Case Study of a Middle School in China

China has rapidly evolved into a surveillance society. While much attention has been paid to describing the leviathan represented by the presence of surveillance cameras in China, empirical evidence on the mechanisms of the creep of surveillance remains limited. Using data collected through fieldwork and in-depth interviews, this study explores the spread of surveillance cameras and the resistance encountered in a middle school in northern China. We find that surveillance cameras were first introduced for security purposes, but their application was quickly expanded to discipline students and avoid responsibilities in school management. We further explore the resistance to the creep made possible by the existence of exempted spaces, the difficulty of self-surveillance, and what might be called the boomerang effect. Through the case study of a middle school, this research sheds light on the formation of the Chinese surveillance society from a bottom-up approach and contributes to the global literature on surveillance creep.

For Better or Worse? Improving the Response to Domestic Abuse Offenders on Probation

As the Ministry of Justice looks to develop a ‘new generation’ of programmes to reduce reoffending, we reflect on what can be learnt from the only accredited domestic abuse programme in England and Wales, Building Better Relationships (BBR). Findings from an ethnographic study of BBR are situated within the Probation Inspectorate’s recent inspection of domestic abuse work within the newly unified Probation Service which revealed a fractured and overstretched workforce. Our central argument is that if we are to avoid making matters worse, practitioners must be equipped with the time, supervision and skill needed to maintain something akin to a ‘therapeutic alliance’, that will endure in moments of crisis in their own lives as well as those of their clients.

‘Hazardous on My Soul’: (Dis)compassion and Emotive Dissonance in Prison Work

A history of social research has aimed to illuminate consequences for the psyche of workers that carry out occupations in dehumanizing contexts. In criminology, scholarship has detailed concern over how carceral contexts produce detriment via emotional labour for workers. Although prison work has been shown to necessitate emotional suppression, studies also find workers can bear intimacy for the incarcerated. We contribute to the prison scholarship by illustrating these emotive paradoxes that represent dissonance for staff. We draw from 18 focus groups of staff, to examine how emotive dissonance manifests from contradictory feeling rules in prison work. We explore emotive disharmony among the workgroup that comes from opposing feeling rules, and, we explore how workers experience with emotive dissonance manifests as emotional estrangement. Our findings help contemplate the implications of navigating emotion within dehumanizing contexts and illustrate that how staff treat the incarcerated has implications for their own sense of humanity.
