美國能源部當地時間14日確認，美國政府於2025年1月初，也即拜登卸任前不久，將韓國列入“敏感國家及其他指定國家名單（Sensitive and Other Designated Countries List）”的最低級別範圍內，名單生效日期為4月15日。這是韓國首次被美國政府列為“敏感國家”。
The previous Joe Biden administration put South Korea in the "lowest" category of the US Department of Energy (DOE)'s "sensitive and other designated countries list (SCL)" in early January, and no new restrictions on the Asian ally have since been added, the department's spokesperson said Friday.

美國能源部指出，這份名單涵蓋範圍廣，列入名單不代表與美國是敵對關係，被列入指定國家的物件也包含許多與美國在能源、科學、技術、反恐、核不擴散等各種議題上合作的國家，也不會因此禁止雙邊互相訪問及合作，只是須經事前內部檢討。
但美國能源部並未說明將韓國納入這份名單的原因，也並未表明特朗普傾向於撤銷這項措施。
The department did not explain why the Asian nation was added to the list and did not indicate that President Donald Trump was inclined to reverse the measure. The spokesperson said Seoul faces no new restrictions on bilateral cooperation in science and technology.The designation will go into effect on April 15, media reports said.
據瞭解，來自“敏感國家”的研究人員如果要在美國能源部相關設施或研究機構工作，以及參與相關研究時，必須經過更嚴格的認證程式。美國能源部旗下17個國立研究所之一的“傑斐遜實驗室”官網已把韓國和朝鮮列入敏感國家的名單。
在4月15日這份“敏感國家名單”正式生效後，韓國的研究人員在美國國家研究機構和大學參與核能、人工智慧（AI）、量子技術等尖端領域研究的難度將會加大。根據美國能源部官網，敏感國家是出於政策原因需要特別考慮的國家。因國家安全、核不擴散、地區不穩定、經濟安全威脅或支援恐怖主義等因素，特定國家可能會被列入該名單。
韓國外交部本月13日表示，韓國外交部正在與美國有關部門積極商討韓國被列入“敏感國家”名單等相關問題。
South Korea's foreign ministry said the government was taking the matter seriously and in close communication with Washington."We will actively negotiate to ensure that there is no negative impact on energy, science and technology cooperation between South Korea and the United States," the ministry said in a statement.
