這些天，一篇由影響因子高達8.1分的SCI期刊International Journal of Hydrogen Energy釋出的撤稿通報因其特殊的內容引起了海內外科研人的注意：
The Editor-in-Chief has approved the retraction and has invited the authors to resubmit the paper…期刊主編已同意撤稿並邀請作者重新投稿這篇論文。

單看這兩句與撤稿通報格格不入的話想必不少朋友會覺得一頭霧水。這什麼離譜情況？咋地撤了你的稿還要請你重新再投一遍？甚至還要跟你這個“造假者”道歉？
但當知道這篇論文究竟遭遇了什麼以後，所有人都會認為，期刊方面就是應該道歉，期刊在運營與對審稿人的監管上存在嚴重問題。在作者身上發生這樣的事是萬萬不該的。
這一切都要從2024年10月18日，由國人作者發表在IJHE上的那篇論文說起。作者在Introduction部分的最後一段，論文作者寫道：“As strongly requested by the reviewers, here we cite some references[35-47] although they are completely irrelevant to the present work.”
應審稿人的強烈要求，我們在此引用了一些參考文獻[35-47]，儘管它們與本工作完全無關。
期刊編輯部為何沒看到這段話我們不得而知，但毫無疑問，網友們看見它了。此事迅速引發了廣泛的關注。對此，這篇論文的一位作者在接受採訪時表示：在審稿人向他們施壓後，他們將這些參考文獻作為“笑話”收錄了進來。
這些“笑話”的效果當然也是立竿見影的。這批被審稿人硬塞進來的13篇參考文獻們也被網友們扒出，它們的作者都包含莫斯科國立科技大學的研究員Sergei Trukhanov，並且其中的12篇的作者也都包含來自白俄羅斯國家科學院科學實用材料研究中心的Alex Trukhanov。
在該論文的第二輪審稿編輯期，有兩位審稿人向論文作者提出了新增引文的要求。該論文的通訊作者表示，他不想猜測向他們提出這種要求的審稿人到底是誰。“這類審稿人不少，近年來作者深受其害，”
不過通訊作者表示，在論文正文中明目張膽的引用無關文獻且點明此事乃是迫於審稿人壓力所為其實是他們“to make a joke with the reviewers和審稿人開的玩笑”。只不過他們萬萬沒想到，這樣的內容會直接被出版。

International Journal of Hydrogen Energy的編輯部與出版社Elsevier方面在經過縝密的調查以後確認文中所說內容為真，作者是因審稿人向他們提出了這一無禮的要求才將那13篇論文列入了參考文獻目錄。以下是該論文的完整撤稿通報：

因期刊主編的要求本論文被撤稿
The Editor-in-Chief was alerted to the presence of a sentence in this paper referring to the prompting of 13 citations by reviewers during the peer review process. An investigation conducted on behalf of the journal by Elsevier's Research Integrity & Publishing Ethics team has determined that the authors were requested by two of the reviewers to insert redundant references. The peer review process is deemed to have been compromised.
主編收到警告資訊稱，本文中有一句話提到在同行評議過程中審稿人提示作者們應該要引用了另外13篇文獻。由愛思唯爾研究誠信與出版倫理團隊代表本期刊去進行的調查發現，在同行評議時，其中兩名審稿人要求作者插入冗餘的參考文獻。可以認為同行評議流程受到了損害。
The journal has decided to immediately remove the reviewers responsible for the citation prompting from the journal database, so that they cannot review papers in the future.
該期刊決定立即從期刊的審稿人資料庫中刪除要求此論文作者進行冗餘引用的審稿人，以確保他們在未來無法再參與到本期刊的論文審稿。
The Editor-in-Chief has approved the retraction and has invited the authors to resubmit the paper, to be reviewed through a proper, fair peer review process. The authors are in full agreement with the reason for retraction, and they intend to resubmit the work to the journal.
主編已批准本論文的撤稿，並邀請本論文的作者重新提交該論文，以便它可以透過適當、公正的同行評議流程進行稽核。作者完全同意撤稿理由，並計劃將論文重新提交給期刊。
The Editor would like to clarify that the authors were not at fault in this matter, and their reputation and contributions should not be called into question. Apologies are offered to the authors and the readers of the journal.
