特朗普又“盯上”了俄羅斯稀土

近期，美國和烏克蘭之間的礦產協議談判備受外界關注，美國政府多次施壓烏克蘭拿礦產資源換取美方援助。與此同時，美國總統特朗普25日表示，希望獲得俄羅斯的稀土資源。與美烏“資源換援助”不同的是，美方強調希望透過購買的方式，獲取俄羅斯礦產。

美方：買稀土解制裁

當地時間2月25日，美國總統特朗普表示，其也想購買俄羅斯土地上的礦產。“我希望達成協議，獲得俄羅斯稀土資源。”

"I'd like to buy minerals on Russian land, too, if we can… They have very good rare earths, also, and oil and gas. Look, it's a great thing," US President Donald Trump told journalists at the White House.

特朗普還稱，將在某個時候解除對俄羅斯的制裁。

"I think that at some point there will be [lifting of sanctions], but right now we have not agreed to lift sanctions against anyone," the US president said when asked whether the possibility of lifting the sanction on Russia was being considered.

對於美方的最新表態，俄方目前暫無回應。不過，此前一天，俄總統普京主持召開了稀土行業發展會議。他表示，發展稀土行業是提升俄羅斯在國際市場的競爭力以及發展最重要經濟行業的必要條件，應該實現稀土產品產量的倍增。普京還指出，俄羅斯的稀土儲量多於烏克蘭，俄方願同相關夥伴開展合作，其中包括同美國的合作。他還強調，美國與烏克蘭可能達成的礦產資源協議與俄方無關。

Russia says it is open for economic cooperation with the United States, including on energy and mining rare earth minerals.

Moscow is prepared to collaborate with Washington on developing rare-earth mineral deposits, Russian President Vladimir Putin said on Monday. "I want to stress that we certainly have much more of such resources than Ukraine," Putin said of Russia's rare earth deposits in an interview with state media correspondent Pavel Zarubin.

The rare earths deal Trump is pursuing with Ukraine "doesn't concern" Moscow, Putin said in an interview with Rossiya 1 TV journalist.

俄總統新聞秘書佩斯科夫則在25日表示，現階段俄美領導人都已展現推動雙邊合作的政治意願，兩國將恢復在美國上一屆政府任期內基本斷絕的對話。目前所採取的措施旨在實現雙邊對話正常化，首先需要恢復兩國外交部門間工作的正常化。在此之後，才會出現與調解烏克蘭問題相關的雙邊日程，再之後兩國將討論可能的雙邊經貿、投資合作專案。他指出，美國需要稀土資源，俄羅斯擁有豐富的稀土儲備以及開發這一戰略資源的計劃，在該領域兩國擁有廣闊的合作前景。

The Kremlin said on Tuesday that Russia had lots of rare earth metal deposits and that it was open to doing deals to develop them after Putin held out the possibility of such collaboration with the United States.

"The Americans need rare earth metals. We have a lot of them," Kremlin spokesman Dmitry Peskov said.

"We have our own plans to develop strategic resources, but there are quite broad prospects for cooperation here," he told reporters.

美烏基本達成礦產協議

對於烏克蘭和美國正在進行礦產協議談判，當地時間2月25日，特朗普稱基本上已經就礦產問題與烏克蘭達成協議。當天稍早前，兩名訊息人士稱，美國和烏克蘭就礦產協議條款達成一致。烏克蘭總統澤連斯基將於28日前往美國。

Speaking at the White House on Tuesday, Trump confirmed earlier reports that he had reached an agreement with Ukrainian President Volodymyr Zelensky to develop his country's natural resources.

Zelensky plans to travel to Washington on Friday to meet Trump after officials agreed to terms on a draft minerals deal, two sources with knowledge of the matter said on Tuesday.
