前兩屆賽事交出硬核答卷。賽事吸引了1966支團隊來自清華、北大、浙大等海內外高校，孵化68個落地專案。賽事擁有著國家級資源平臺——新華社全域傳播矩陣+大學智庫支援，讓好專案直通政策高地。

The previous two editions of the event delivered impressive results. The competition attracted 1966 teams from top universities at home and abroad, including Tsinghua University, Peking University, and Zhejiang University, and incubated 68 practical projects. The event boasts a national-level resource platform—Xinhua News Agency's full-domain communication matrix combined with academic think tank support, ensuring that outstanding projects gain direct access to policy support.

獎項設定及政策保障

Award Settings and Policy Guarantees

科技創新團隊可享受“兩山夢想基金”和“兩山”人才創業基金政策，根據專案等次，提供不同等級額度支援；創意團隊獲獎後立即支付獎金；創業團隊獎金在專案註冊落地後分期支付（註冊落地後立即支付獎金，帶動就業人數達到要求後支付配套獎金）。

Science and technology innovation teams can enjoy the policies of the "Two Mountains Dream Fund" and the "Two Mountains" Talent Entrepreneurship Fund. Different levels of support will be provided based on the project grade. The creative team will pay the bonus immediately after winning the award. The bonus for the entrepreneurial team will be paid in installments after the project is registered and implemented (the bonus will be paid immediately after registration and implementation, and the matching bonus will be paid when the number of jobs created meets the requirements).

1.獲獎團隊政策

（1）創新賽道專案：可享受安吉縣“兩山夢想基金”和“兩山”人才創業基金政策支援，可申請免擔保免息最高300萬元的人才創業貸。

（2）創業賽道專案：可享受《安吉縣支援青年入鄉發展就業創業政策》，來安創業可享受場地租金補貼、創業帶動就業補貼、創業擔保貸款補貼等政策；可申請免擔保免息最高100萬元的青年入鄉創業貸；設立“三創大賽”優質專案獎勵資金池，若專案落地一年內被評為安吉縣標誌性青創專案，可給予創業團隊5萬元額外資金獎勵。

（3）創意賽道專案：按照獲獎等次給予0.1萬元-1萬元的獎勵。

1. Policies for award-winning teams

(1) Innovation Track Project: It can enjoy the policy support of Anji County's "Two Mountains Dream Fund" and "Two Mountains" Talent Entrepreneurship Fund, and apply for a talent entrepreneurship loan of up to 3 million yuan without guarantee or interest.

(2) Entrepreneurship track projects: They can enjoy the "Anji County Policies for Supporting Youth to Develop, Employment and Entrepreneurship in Rural Areas". Those who come to Anji to start a business can enjoy policies such as venue rent subsidies, employment promotion subsidies for entrepreneurship, and guaranteed loan subsidies for entrepreneurship. You can apply for a youth rural entrepreneurship loan that is guaranteed and interest-free, with a maximum of 1 million yuan. Establish a high-quality project reward fund pool for the "Three Creations Competition". If a project is recognized as a landmark youth innovation project in Anji County within one year of its implementation, an additional 50,000 yuan in funds will be given to the entrepreneurial team.

（3）For the creative track projects, rewards ranging from 0.1 million yuan to 1 million yuan will be given based on the winning grades.

2.人才個人政策

（1）大學生政策：符合就業創業政策條件的，可享受就業和崗位（租房）補貼，滿足條件即可線上按月申領1200元-4500元補貼。

（2）人才服務金卡：人才專案入選市縣人才計劃領軍人才的，可享受免費停車、免費體檢、免費暢遊等九大類20條重磅服務。

（3）共有產權房：滿足條件的大學生，可享受協議約定和按份共有兩種方式，實現零首付或低成本買房。

（4）人才專車：可享受人才專車半價優惠。

2. Personal policies for talents

(1) College student policies: Those who meet the conditions of employment and entrepreneurship policies, You can enjoy employment and job (rental) subsidies. If you meet the requirements, you can apply for a subsidy ranging from 1,200 to 4,500 yuan online on a monthly basis.

(2) Talent Service Gold Card: For those selected as leading talents in the county and city talent plans through talent programs, they can enjoy 20 major services in nine categories, including free parking, free physical examinations, and free Tours.

(3) Co-owned property: College students who meet the conditions can enjoy two ways: agreement-based agreement and co-ownership in shares, to achieve zero down payment or low-cost home purchase.

(4) Talent Shuttle: You can enjoy a 50% discount on the talent shuttle.

調研經費保障

Guarantee of research funds

調研經費保障。為鼓勵參賽團隊深入開展實地調研，發放參賽團隊入村調研補貼，創業團隊最高發放7000元，創意團隊最高發放2000元，費用包含交通費、住宿費、餐飲費等，根據團隊提供票據實報實銷。

Subsidies will be provided for village research activities to encourage participating teams to conduct in-depth field research. Entrepreneurial teams can receive up to 7,000 RMB, while creative teams can receive up to 2,000 RMB. These funds cover transportation, accommodation, meals, and other related expenses, and they will be reimbursed based on the actual receipts provided by the teams.

大賽主題：綠水青山見我，金山銀山有我

大賽採用初賽、複賽、決賽三級賽制，賽事評審由競賽委員會和主承辦單位共同組織實施，遴選一批優秀專案並予以政策支援和激勵。

The competition adopts a three-level system of preliminary round, semi-final and final. The competition review is jointly organized and implemented by the competition committee and the main and co-organizers, and a number of outstanding projects will be selected and provided with policy support and incentives.

以“兩山”未來科技城為主平臺，輻射帶動青雲匯、科創園等縣級平臺和生命健康產業園、兩山高新產業園等區鎮平臺，重點聚焦生命健康、電子資訊、新材料、數字經濟、人工智慧等產業，切實招引一批硬核科技人才專案落地安吉。

Taking the "Two Mountains" Future Science and Technology City as the main platform, it will radiate and drive county-level platforms such as Qingyunhui and the Science and Technology Innovation Park, as well as district-level platforms such as the Life and Health Industrial Park and the Two Mountains High-tech Industrial Park. It will focus on industries such as life and health, electronic information, new materials, digital economy, and artificial intelligence, and effectively attract a batch of hardcore scientific and technological talent projects to settle in Anji.

以2025年“兩山”夢想基金專案評審和第十屆“兩山杯”創新創業大賽科技創業組規則為準。

The rules of the 2025 "Two Mountains" Dream Fund Project Review and the 10th "Two Mountains Cup" Innovation and Entrepreneurship Competition in the Science and Technology Entrepreneurship Group shall prevail.

以安吉縣為賽區，賽題分成兩個版塊，“兩山”未來科技城瞄準跨境電商、短影片製作、動漫設計、直播帶貨等熱門領域，青年入鄉百人村圍繞農村閒置資產盤活、空間改造及運營、農文旅業態培育及運營等方面，透過兩大平臺版塊出題、創業青年代表答題的方式，匯入一批集聚大學生的青創專案賦能萬人城建設，招引一批具有競爭力的業態專案賦能百人村建設。

Taking Anji County as the competition area, the competition questions are divided into two sections. The "Two Mountains" Future Science and Technology City focuses on popular fields such as cross-border e-commerce, short video production, animation design, and live-streaming sales. The Youth Entering the Countryside 100-person Village centers on aspects such as the revitalization of rural idle assets, space transformation and operation, and the cultivation and operation of agricultural, cultural, and tourism industries. Through the two platform sections, questions are set and answered by representatives of young entrepreneurs. Introduce a batch of youth innovation projects that gather college students to empower the construction of the City with ten thousand people, and attract a number of competitive business projects to empower the construction of the Village with a hundred people.

參賽條件：

Eligibility Criteria:

1）2025年新招引青創類專案和科技人才類專案，或本屆大賽報名截止日期前尚未在安吉註冊成立企業的團隊。

New youth innovation projects and science and technology talent projects to be recruited in 2025, or teams that have not yet registered and established enterprises in Anji by the registration deadline of this competition

（2）國內外各高校在校生和畢業五年內（2020年1月1日以後畢業）大學生均可報名參賽。

Current students and graduates within five years of graduation (after January 1, 2020) from domestic and international universities are eligible to participate.

（3）參賽以團隊形式參與，每隊學生人數限3-7人，指導老師1-3人，須明確團隊負責人，鼓勵團隊和指導老師跨地區、跨學校、跨領域、跨學科、跨專業自由組隊。

Participation must be in team form, with each team consisting of 3-7 students and 1-3 advisors. A team leader must be designated. Cross-regional, cross-school, cross-disciplinary, and cross-field team formation is encouraged.

（4）已落地或計劃賽後6個月內來安吉創業。

The project has been implemented. Or the team plans to start a business in Anji within six months of the competition.

以鄉村振興為主線，賽題重點聚焦鄉村文創設計類、鄉村規劃設計類、鄉村人文公益類等標誌性領域，由安吉縣國企、鄉鎮（街道）和部門根據發展需要科學出題，參賽物件圍繞賽題進行精準合作和創意答題。

With rural revitalization as the main thread, the competition topics focus on key areas such as rural cultural and creative design, rural planning and design, and rural humanistic public welfare. The questions are scientifically set by state-owned enterprises, towns (sub-districts), and departments in Anji County based on their development needs. The participants conduct precise cooperation and creative answers around the competition topics.

第二屆賽事獲獎作品——一灣漁火，韻滿黃南

參賽條件：

（1）國內外各高校在校生和畢業五年內（2020年1月1日以後畢業）大學生均可報名參賽。

Current students and graduates within five years of graduation (after January 1, 2020) from domestic and international universities are eligible to participate.

注意事項

1.參賽者應全面瞭解本次大賽規則。凡提交參賽作品者，視同已全面瞭解並接受大賽規則，自願受其約束。

Participants must fully understand the rules of this competition. By submitting an entry, participants are deemed to have fully understood and accepted the competition rules and agree to be bound by them.

2.參賽團隊入圍複賽後，中途不得無故退賽。

Once a team advances to the semi-finals, they may not withdraw from the competition without a valid reason.

3.鼓勵各團隊透過抖音、小紅書等平臺釋出參賽資訊，宣傳效果納入賽事評分體系，特別對轉載量高、宣傳效果佳的予以加分。

Teams are encouraged to share competition-related information on platforms such as TikTok and Red Note. The effectiveness of their promotional efforts will be incorporated into the competition scoring system, with additional points awarded for high reposts and outstanding promotional results.

4.參賽團隊因涉及駐村調研及指導施工，需注意安全事項。駐村期間嚴格參照安全條例執行，各團隊需由團隊負責人帶隊全員駐村，各賽點村相關負責人為各團隊指定全程對接人。參賽學生需購買調研安全保險。

The participating teams should pay attention to safety matters as they are involved in village research and construction guidance. During the village stay period, strictly follow the safety regulations. Each team must be led by a team leader with all members stationed in the village. The relevant person in charge of each competition site village shall designate the person in charge of the entire process for each team. Participating students are required to purchase research safety insurance.

5.所有參賽作品應為原創設計，因作品帶來的智慧財產權糾紛由參賽者自行承擔。如有剽竊、抄襲等違規現象，經核實後，酌情降級或取消競賽資格，參賽者需退還已發放的全部專案調研補貼和獎金。

All submitted works must be original designs. Any intellectual property disputes arising from the works shall be the sole responsibility of the participants. In cases of plagiarism, copying, or other violations, verified instances will result in downgrading or disqualification from the competition, and participants must return all research subsidies and prize money already disbursed.

6.參賽者對上述各項承諾均無任何異議，參賽者僅保留參賽作品的署名權，對著作權中的其他財產權以及參賽作品、設計成果所產生的智慧財產權歸屬於承辦單位，所有參賽作品均不歸還。

Participants shall have no objections to the above commitments. Participants retain only the right of attribution for their submitted works, while other property rights under copyright and any intellectual property arising from the works or design outcomes belong to the organizing units. All submitted works will not be returned.

創意賽道需提交策劃書和設計方案。創業賽道需提交須提交商業計劃書，對市場調研、創業構想、專案發展等詳細介紹；檔案規格：須提交作品電子版 Word和PDF 格式檔案，不超過40頁，不大於 200 MB；如有音影片檔案須一併提交。總檔案大小不超過 1G。複賽和決賽提交材料另行通知。

The creative track requires the submission of a planning document and a design proposal. For the entrepreneurial track, a business plan must be submitted, providing a detailed introduction to market research, entrepreneurial ideas, project development, etc. File Specifications: Electronic versions of the work in Word and PDF formats must be submitted, no more than 40 pages and no larger than 200 MB.
