《澳洲金融評論報》2月21日報道，新州政府宣佈了一項新的住房政策——在171個交通樞紐及城區中心推動公寓樓、排屋和聯排別墅的建設，以額外增加10多萬套住宅。
報道指出，新州政府將在這些地區的火車站及中心區域附近推動中底層公寓的建設，包括Burwood，Chatswood，Carlingford，Eastwood，Epping以及Hurstville在內的多個華人區受影響。
新州政府的新政策旨在透過推翻地方議會的限制，在目前劃為R1或R2的區域內允許建設排屋、聯排別墅和低層住宅公寓，並在距離市中心和車站800米或步行10分鐘以內的R3和R4區域建設中層公寓，從而提供11.2萬套新住宅。
由於未能利用現有城市區域和審批速度緩慢，目前每年僅建成16萬套住宅，無法達成120萬的目標，並引發了住房可負擔性和租金上漲的擔憂，這也是5月17日聯邦大選中的熱點話題之一。
這171個地點分佈在悉尼、中央海岸、Illawarra-Shoalhaven和Hunter地區，其中北岸和北部海灘地區將受到最大影響，因為當地居民更傾向於獨立住宅，並反對高密度開發。

在這些地點中，悉尼北部地區佔了幾乎三分之一的比重：
– 其中34個城區位於北岸，包括Hornsby的5個、Kuringai的8個、North Sydney的8個、Ryde的7個，Willoughby的3個，以及Lane Cove、Hunters Hill和Mosman各一個。
– 北部海灘9地上榜，如Balgowlah、Dee Why、Forestville和Manly、Manly Vale、Mona Vale和Warringah Mall。
– Hills District有7地受影響，包括Baulkam Hills、Castle Hill和Kellyville。
– 僅有3地位於悉尼東部城區：Double Bay、Edgecliff和Rose Bay。
– 7地位於悉尼市中心，包括Surry Hills和Oxford Street。
在大悉尼地區的33個議會中，目前只有兩個允許在低密度（R2）區建設排屋和聯排別墅，60%的中密度（R3）區禁止建設住宅公寓。
新的政策將於2月28日起生效，允許在這171地400米範圍內建設最高6層的公寓樓，並在400至800米範圍內允許建設最高4層的住宅。
這些地點的選擇是基於政府對商品和服務可及性、公共交通便利程度、基礎設施承載力以及當地住房目標的綜合考量。
不過，當地議會依然保留開發審批權，需要評估包括停車、採光和最小臨街面等條件。

新州州長柯民思（Chris Minns）對此表示：“在過去一個世紀裡，這類房屋在住房供應方面發揮了非常重要的作用，但近年來卻遭到議會限制。這項改革將改變這種局面，為年輕人、家庭和工薪階層提供更多住房選擇。”
規劃和公共空間廳長Paul Scully則指出，這項政策將在新住房供應中填補空白，透過在更多地點允許低層和中層住宅來提高住房數量，緩解租戶和買家的經濟負擔。
“柯民思政府的這項改革核心在於提供住房選擇和多樣性，滿足人們對居住地點、住房型別和入住時間的多樣化需求。”
由於存在山火和洪水的風險，Blue Mountains、Hawkesbury和Wollondilly這3個地方政府區域被排除在本次政策改革之外。
