
近日,廈門市委人才辦、市人社局牽頭舉辦外籍人才交流對接活動,圍繞民企、國企、外企、學校等單位“走出去” “引進來”用人需要對接引聘外籍人才,釋出首批 45 家單 位 65 個崗位、需求近 170 人,最高年薪 150 萬人民幣。同時,面向海內外人才加強我市惠才政策宣傳,持續打造“近 悅遠來、安心溫馨”的人才發展環境。平臺技術,開展網路領域的大資料探勘和系統創新的高新技術企業。
Recently, the Leading Group Office for Talent-Related Work of the Xiamen Municipal Committee and the XiamenHuman Resources and Social Security Bureau took the lead in organizing a foreign talent exchange and matchmaking activity. It aimed to recruit foreign talents based on the employment needs of going-global and bringing-in of private enterprises, state-owned enterprises, foreign enterprises, schools and other institutions. The first batch of 65 positions from 45 units were announced, with a demand for nearly 170 people and the highest annual salary reaching 1.5 million yuan. Meanwhile, efforts were made to strengthen the promotion of Xiamen's talent-friendly policies among domestic and overseas talents, continuously creating a comfort and attracting development environment.

廈門市外籍人才主要優惠政策
1.辦理工作許可和居留許可。 經廈門市人民政府人才主管部門、科技主管部門認定的外籍人才,可申辦有效期5年以內的長期簽證或居留許可。外籍人才可參加廈門市專業技術、技能評價,評價結果可作為申請最長5年工作類居留許可的依據。
2.申請永久居留。 廈門市自貿區、福廈泉自主創新示範區、海滄臺商投資區管理部門可推薦外籍高層次人才辦理永久居留。在中國境內工作的外國人,連續工作滿 4 年、每年實際居住不少於 6 個月,工資性年收入不低於上一年度所在地區城鎮在崗職工平均工資的六倍,年繳納個人所得稅不低於工資性年收入標準的20%,可申請永久居留。其外籍配偶和未成年子女可隨同申請。
3.受聘於事業單位並享受同等待遇。 廈門市事業單位聘用的外籍人才,在薪酬待遇、養老保險、醫療保險、職級晉 升和職稱評聘等方面享受同等待遇。
4.設立海外院士工作站、名醫工作室。 海外院士、專家在廈門市企事業單位設立院士工作站,給予150萬元建站補 助;在醫療機構設立名醫工作室,每年給予最高50萬元經費補助。
5.開展博士後工作。 在廈門市屬企事業單位從事博士後工作的,可獲得 2 年內每年12萬元生活補貼,從世界排名前200名的國(境)外高校獲得博士學位的補貼標準可提高至每年15萬元;博士後出站後留廈工作的可再獲得 30萬元安家補貼。
6.申請“雙百計劃”支援。 從事技術研發、科技創業的外籍人才可申報“雙百計劃”,入選創新個人的獲100萬元補貼,入選創新團隊的獲300萬元補貼,入選創業人才的獲最高 500 萬元專案支援。
7.申請“群鷺興廈”人才計劃支援。 在廈門市軟體資訊、積體電路、生物醫藥、教育、衛生等重點領域企事業單 位就業的外籍人才,可申報“群鷺興廈”人才計劃,享受最高100 萬元補貼。
8.“人才生態十二條”。 外籍人才可申請認定廈門市高 層次人才,享受住房保障、子女教育、醫療保健、配偶安置 等12項生活保障優待。

新引進人才一次性生活補貼。 新引進外籍人才在廈門市就業滿3個月可根據取得的學歷學位層次申請最高8萬元生活補貼。
免費住宿。畢業3年內來廈求職、見習的外籍全日制大專及以上畢業生,可申請累計最長不超過12個月的免費住 宿。
出入境和通關便利。 外籍高層次人才可在口岸辦理或在入境後換髮 R 字簽證,申請永久居留可提供上門服務,申請長期居留時,承諾在時限內補齊材料的可“容缺受理”。外籍高層次人才可按規定申辦 APEC 商務旅行卡,享受亞太經合組織經濟體間出入境便利。符合條件的外籍高層次人才入境合理數量的科研、教學和自用物品,可按規定享受通關免稅政策。
就醫預約。 外籍人才可透過“美麗廈門智慧健康”微信公眾號和 96166 市民健康熱線的“外籍人才服務專區”預約 門診;在第一醫院、中山醫院、兒童醫院、中醫院等增設英語導診服務,為外籍人才在廈就醫提供便利。
金融服務。 外籍高層次人才創辦企業可申請市級科技創新創業引導基金 100-500 萬元股權投資,基金佔股不超過投資企業總股本的20%;可申請最高 500 萬元科技信用貸款、最高 2000 萬元科技擔保貸款、最高 300 萬元科技保證保險貸款,對應享受貸款貼息、保費補貼等支援。
法律服務。外籍高層次人才可在指定律師事務所免費享受法律諮詢服務,委託指定律師事務所代理仲裁訴訟、審查起草法律檔案、指派法律顧問等法律事務的,可享受不低於20%收費折扣。外籍高層次人才可在市屬公證機構免費辦理本人宣告、任職經歷等公證,免費享受智慧財產權存證服務;辦理本人學歷學位、專業技術職務、侵權保全證據等公證享受不低於 20%收費折扣。
交通出行。 外籍高層次人才可免費乘坐市內地鐵、BRT、公交;可免費使用輪渡碼頭市民通道前往鼓浪嶼,隨行人員 3 人內免費;可免費使用廈門機場頭等艙安檢便捷通道,B 類及以上外籍高層次人才每年免費享受廈門機場頭等艙候機室、廈門動車站商務候車區服務各 5 次,C 類人才每年各 3 次。
文體休閒。外籍高層次人才可享受閩南大戲院、嘉庚劇院、閩南戲曲藝術中心等機構不低於20%的購票折扣優惠;可免年費申領旅遊年卡,享受免費遊覽景區優待(含鼓浪嶼景區);可享受市體育中心、工人體育館等指定健身場館訂場或指定卡票購卡不低於 20%收費折扣。開闢一批“白鷺英才會客廳”,為外籍高層次人才洽談休閒提供優質環境。
Key Preferential Policies for
Foreign Talents in Xiamen
1. Handling of Work and Residence Permits. Foreign talents recognized by the talent and science & technology authorities of Xiamen Municipal People’s Government are eligible to apply for long-term visas or residence permits with a validity of up to 5 years. Foreign talents can participate in Xiamen’s professional technical and skills evaluations, the results of which can serve as the basis for applying for work-related residence permits valid for up to 5 years.
2.Application for Permanent Residence. Foreign high-level talents can be recommended for handling permanent residence applications by management departments of Xiamen Free Trade Zone, Fuzhou-Xiamen-Quanzhou Independent Innovation Demonstration Zone, and Haicang Taiwanese Investment Zone. Foreign nationals working in China who have worked continuously for 4 years, resided for at least 6 months each year, earned an annual salary of not less than six times the average salary of local employed urban workers in the previous year, and paid individual income tax of not less than 20% of their annual salary, are eligible to apply for permanent residence. Their foreign spouses and minor children can apply concurrently.
3. Employment in Public Institutions with Equal Treatment. Foreign talents employed by Xiamen’s public institutions will receive the same benefits as local employees in terms of salary, pension insurance, medical insurance, job promotion, and professional title evaluation
4. Establishment of Overseas Academician Workstations and Famous Doctor Workstations. Overseas academicians and experts establishing academician workstations in Xiamen’s enterprises and institutions will be given an establishment subsidy of up to 1.5 million yuan; those establishing famous doctor workstations in medical institutions will be given an annual funding subsidy of up to 500,000 yuan.
5. Conduct of Postdoctoral Work. Foreign talents engaged in postdoctoral work in Xiamen’s enterprises and institutions can receive an annual living subsidy of 120,000 yuan for two years. Those with doctoral degrees from top 200 universities worldwide can receive a higher subsidy of 150,000 yuan per year. Those who stay and work in Xiamen after completing their postdoctoral work in the workstation can receive an additional resettlement subsidy of 300,000 yuan.
6. Application for Double-Hundred Talents Program Support. Foreign talents engaged in technological R&D and entrepreneurship can apply for the Double-Hundred Talents Program. Those selected for innovative individuals can receive a subsidy of 1 million yuan, those for innovative teams can receive 3 million yuan, and those for entrepreneurial talents can receive project support of up to 5 million yuan.
7. Application for “Qunlu Xingxia” Talent Program Support. Foreign talents working in key sectors in Xiamen such as software information, integrated circuits, biomedicine, education, and healthcare can apply for the “Qunlu Xingxia” Talent Program and receive a subsidy of up to 1 million yuan.
8. Twelve Measures for Talent Ecosystem. Foreign talents can apply for recognition as Xiamen high-level talents and enjoy 12 preferential living security measures, including housing security, children education, healthcare, and spouse placement.

Lump-sum Living Subsidy for Newly Introduced Talents: Newly introduced foreign talents who have been employed in Xiamen for at least 3 months can apply for a living subsidy of up to 80,000 yuan based on their academic qualifications.
Free Accommodation: Foreign graduates with full-time college degrees or higher who come to Xiamen for job hunting or internships within three years of graduation can apply for free accommodation for up to 12 months cumulatively.
Immigration and Customs Facilitation: Foreign high-level talents can apply for or exchange an R visa at the port of entry or after entering China. Door-to-door services are available for permanent residence applications. When applying for long-term residence, applications may be subject to acceptance without sufficient application materials if the applicant commits to provide them within a specified time. Foreign high-level talents can apply for an APEC Business Travel Card, allowing for easier entry and exit among APEC economies. Eligible foreign high-level talents importing a reasonable quantity of research, educational, and personal items can enjoy duty-free customs clearance in accordance with regulations.
Medical Appointment: Foreign talents can make outpatient appointments through the “Beautiful Xiamen Smart Health” WeChat official account and the 96166 Citizen Health Hotline’s “Foreign Talent Service”. English-language guidance services are available at hospitals such as First Hospital, Zhongshan Hospital, Children’s Hospital, and Traditional Chinese Medicine Hospital, to facilitate medical services for foreign talents in Xiamen.
Financial Services: Foreign high-level talents establishing enterprises can apply for equity investment of 1-5 million yuan from the municipal scientific and technological innovation and entrepreneurship guidance fund, with the fund accounting for not more than 20% of the total equity of the invested enterprise; they can also apply for scientific and technological credit loans of up to 5 million yuan, scientific and technological guaranteed loans of up to 20 million yuan, and scientific and technological guaranteed insurance loans of up to 3 million yuan, and enjoy corresponding loan discounts, premium subsidies and other support.
Legal Services: Foreign high-level talents can receive free legal consulting services at designated law firms. When hiring a designated firm for legal affairs like arbitration and litigation, review and drafting of legal documents, and assignment of legal advisers, they are entitled to a discount of at least 20% on service fees. Foreign high-level talents can also enjoy free notarization for personal statements and employment experience in the municipal notary institutions, as well as free intellectual property rights depository services. When handling notarization of educational background, professional technical titles, and evidence of infringement, they are entitled to a discount of at least 20% on service fees.
Transportation: Foreign high-level talents can enjoy free rides on Xiamen’s metro, BRT, and public buses; free access to Kulangsu using the citizens’ channel at the ferry terminal, with up to 3 accompanying persons also free of charge; and free access to the first-class cabin security check lane at Xiamen Airport. Class B and above foreign high-level talents have five free uses per year of the first-class lounge at Xiamen Airport and the business waiting area at Xiamen Railway Station, while Class C talents have three free uses per year.
Cultural and Recreational Services: Foreign high-level talents are entitled to at least a 20% discount on tickets at institutions such as the Banlam Grand Theater, Jiageng Theater, and Minnan Opera Arts Center. They can apply for a tourism annual card with no annual fee, which grants free entry to various scenic spots, including Kulangsu, and enjoy a minimum of 20% discount on venue booking fees or membership cards for gyms such as the Xiamen Sports Center and Xiamen Workers’ Stadium. A number of exclusive “Egret Talent Meeting Rooms” are established, offering a high-quality environment for relaxation and discussions for foreign high-level talents.
