(a) 在過去兩年中，平均每年有多少外國人在移民與關卡局簽發的訪問準證過期後仍非法留在新加坡？

(b) 尚未被當局逮捕的逾期滯留者共有多少人？‍

尚穆根（內政部長）：過去兩年，每年平均有450名逾期居留者被捕。其㆗約270人持有短期或長期準證。

我們估計，大約有500至600名逾期逗留者未被逮捕。這還不到我們每年入境遊客人數的0.001%。有些人可能無意中超過了所持通行證的有效期，而另一些人則出於求職等原因故意滯留。

要立即逮捕逾期居留者並非總是可能的，因為他們可能已經更改了聯絡方式或住址，而不是以前向移民關卡局（ICA）申報的詳細資訊。儘管如此，移民關卡局將繼續進行嚴格的執法檢查，並與其他執法機構（如新加坡警察部隊）合作，發現並逮捕逾期滯留者，以確保情況得到控制。

46 Ms Sylvia Lim asked the Minister for Home Affairs (a) in each year of the past two years, what is the average number of foreigners who remain in Singapore illegally after the expiry of their visit passes issued by the Immigration and Checkpoints Authority; and (b) what is the total number of overstayers who have not yet been arrested by the authorities. 

Mr K Shanmugam: In the past two years, an average of 450 overstayers were arrested each year. Of these, about 270 were holders of a Short-Term or Long-Term Visit Pass.

We estimate that there are about 500 to 600 overstayers who have not been arrested. This is less than 0.001% of our annual visitor arrival numbers. Some may have inadvertently stayed past the validity of their issued pass, while others do so intentionally for reasons, such as to seek employment.

It is not always possible to immediately arrest overstayers as they may have changed their contact details or residential address from the details previously declared to the Immigration and Checkpoints Authority (ICA). That said, ICA will continue its rigorous enforcement checks and work with other law enforcement agencies, such as the Singapore Police Force, to detect and arrest overstayers to ensure the situation is kept under control.
